Laptop has been freezing randomly. This started after replacing the fan. I have rechecked all connections inside the unit. I have updated Windows, used HP Assistant to update drivers and BIOS. Ran HP extended diagnostics and no issues were found.
The Event log shows many errors daily of this error: WHEA Logger Error ID 17 involving the PCI Express Root Port [details pasted below]. In device manager it appears that the device with the errors is the "Intel (R) 100 series chipset family PCI Express Root Port #5 - 9D14" . Can I safely uninstall the driver for this device and let Windows reinstall to see if it fixes the issue? Any other suggestions?

I understand that you are getting WHEA-Logger Error 17 with freezing issues.
Please try the Sfc scan and check.
To run a system file check (SFC)
Go to start>Type CMD
Right-click and run as Administrator
(called an elevated command prompt)
If you want to verify and repair the OS type sfc /scannow (note the space between sfc and "/")
If you just want to check (verify only) the OS type sfc /verifyonly (no changes will be made using verify only)
Also, Please update the Bios and Chipset drivers on your PC from our HP support website, using this link

I ran the SFC and received this error " Windows Resource Protection found corrupt files but was unable to fix some of them." I rebooted into Safe Mode and reran it again, receiving the same results. I also tried:
dism /online cleanup-image /restorehealth
and received Error 87. What can I try next to fix the corrupted files? I appreciate your help.

OK, with a lot of effort I was able to fix the corrupted files and the SFC scan now runs without any issues. I had previously updated the BIOS from HP. I updated the chipsets from the HP link and verified that the driver for the device in question was installed. I also updated all other Intel drivers. The laptop is still recording many, many Event ID = 17 errors with the same Device ID. What next?

Please try the below steps and check.
Method 1:
I suggest you to follow the below steps and check if it resolves the issue.
1. Press Ctrl+Alt+Del, select Task Manager.
2. From the File menu, select Run new task.
3. Put a check mark next to Create this task with administrative privileges and tap or click OK.
4. Type cmd and hit Enter.
5. Type the following commands in same order in the Command prompt window:
a. Type sfc /scannow and press Enter.
(This command scans and verifies the integrity of all protected system files and replaces incorrect versions with correct versions).
b. Type Dism /Online /Cleanup-Image /ScanHealth and press Enter.
c. Type Dism /Online /Cleanup-Image /CheckHealth and press Enter.
d. Type Dism /Online /Cleanup-Image /RestoreHealth and press Enter.
(These commands fix any files that System File Checker can't repair and Windows corruption errors).
e. Close the command window.
f. Check to see if the issue is resolved. If not, restart the system.
Method 2:
I also suggest you to install the latest Windows updates and check.
Windows Update helps keep your computer up to date with the latest system updates and drivers which can resolve the issue you are facing. You can check Windows Update manually to help ensure you have the latest updates.
- In search type Windows Updates
- Click on Windows Updates
- Click on Check for updates and install the latest windows updates.
