Example: Pavilion 15
Microsoft Windows 10 (64-bit)

HP Pavilion 15-cw1507sa 15.6” AMD Ryzen 5 Laptop - 256 GB SSD, Silver, brand new, no downloads or installs. 

Time was correct on initial boot, after shut down and restart, time jumped 7 hours forward.

You can rest the time but each time laptop is restarted, time is changed again.

This is the second laptop in 2 days that does the same thing.

There are two main doorways in (recent) Windows to the Date and Time setup:

Settings and the Control Panel

 

 

Settings > Time and Language > Date and Time

Set / Select / Adjust the settings as desired

Additional information is available in the right-column (Related settings, for example)

 

Settings > Time and Language > Region

Settings include (for example)

  • Country or region
  • Regional format
  • Data formats (how the information is displayed)

 

=========================================================

 

Control Panel > icon view > Date and Time

Three tabs, including the last one:  Internet Time

Click Change Settings to add / adjust the settings

For example, 

Check "Synchronise with an internet time server"

Add / Adjust which time server to use.

For example, in the USA, one of the time servers available = time.nist.gov

Click Update now 

OK to leave the Internet Time Settings menu

OK or Apply to save changes made

Sorry for jumping in. I remember I had to fix my HP Omen few months back when we changed to standard time from savings time. It did not change automatically and kept old time when I bought the machine in September 2018 (our Standard time is from first Sunday of April to first Sunday of October). I had to apply Solution 3 – Unregister and register Windows Time service on the following link

 

     https://windowsreport.com/fix-windows-10-clock/

 

Now, please read the article and try, specially Solution 3.
