Product: HP Elitebook 8440P
Operating System: Microsoft Windows 10 (64-bit)

My laptop seems to startup up as normal getting to the pin screen.  After entering the pin, it continues to desktop.  However, there are no icons on desktop or anything on the bottom of the screen.

 

I have not been able to get it to the safe mode or the factory reset option.

 

The battery is dead, but plugged in.

Hi:

 

Remove the battery and see if you can get into Windows with just the A/C adapter connected.

 

Here is how you can get into safe mode in W10 when you can't do it from within Windows...
