Hello, I installed a new Crucial SSD yesterday on this laptop, and have been cloned successfully from the HDD. Unfortunately, the PC is using the HDD as boot and not the SSD. I tried to change the boot order and it's showing both hard drives but it won't let me change the boot order. It's not doing anything when I try to change the boot order. I manually booted into SSD and it worked fine but if I restart, it will automatically go to the HDD.

Welcome to HP Community
I have gone through your Post and would like to help
I suggest you disable the Secure Boot and enable the Legacy Boot.
You can refer to this Link: https://support.hp.com/in-en/document/c04784866
Then you need to reinstall the Windows on the SSD using the Recovery Media
Thank you
