Microsoft Windows 10 (64-bit)
I have run into a problem with my 7 month old notebook. When I turn it on I get a screen that says there is a problem and HP needs to restart my computer. They say they are searching for a repair that never happens. Then I am referred to Windows Stop Code Error. I did a fast system check and everything passed. I am in the process of a system extensive test and so far all has passed except for the Hard Drive Long DST check which is still in progress and has 4 + hours to finish. What could have caused this and how do you suggest I proceed. I am not an IT genious.

Windows stop codes usually refer to a Windows problem.  If all the hardware passes the tests, then the repair it is trying to do relates to Windows.  If you have Windows 10 install media, boot to that and try the repair from hat media (do not pick install)  If you do not have the Windows 10 media, you can make yours from here

https://www.microsoft.com/en-us/software-download/windows10

Scroll down to the "Using the tool to create installation media" and follow the directions.

Then boot this problem PC to that new media and pick repair - not install.

If that fails to fix the problem come back with details as to how this part went.

Well it didn't work. I did as you said. Bought a USB Drive, downloaded windows 10 using my surface pro. Tried to boot my HP Pavilion 15 using it choosing repair. It tries than goes back to HP Screen asks me again where I want to boot from, I click USB EFI and back it goes to windows disc asking language, etc. Click repair, and back again.

I have also tried rolling back to rescue point precious to windows update still no go.

Considering that the PC is only 7 months old, time to send it to a repair center for warranty repair.  It must be more of a problem than the repair portion of Windows can fix.  A reinstall might fix it, but maybe not.  Assuming that you have important data backed up, then send it in for repair, cause they will not save your data.

Okay thanks. It won't even turn on now. It starts and restarts and the blue screen of death does not even show up. Do I need to go to HP Support to schedule appointment? I guess I tried too many times.

Yes.  If you live in the USA, call the support center or use the website to setup a warranty repair.
