3F0 error  please install operating system  disk verified  its ok  cant restore operating system due systemm restore didnt work 

do i need to reinstall windows  and buy a new key?

Hi:

 

You will have to reinstall W10 but you can do that for free if your notebook came with W10 from HP.

 

Use the media creation tool at the link below to create 64 bit installation media.

i downloaded win 10 but when its installing almost finishing stop and gave  unexpected error i tried with a recovery disk from my other laptop but gave the same error

Unfortunately, I wouldn't know why that would be happening if the notebook passed the hardware tests.
