I found the solution for that "chat option"
that chat option appear to me after i change that default location (US) to my current location, and i could contact HP with that Chat option.
and after few question they find out my laptop is out of warranty and i have been told any services will cost money (even that .bin file)
so i just ignore their service.
then i found the solution also to recover my Bios password, my suggestion to anybody who forgot their bios password is never and ever try the third party softwares to change the bios password, you may find some good comments on that softwares by who could change the bios password, but you will see also more comments by those people who lost everything in their laptop by using those softwares to change the bios password.
so i found a better solution to find your forgotten password as i success.
1. first of all clear your mind of anything (like your utility bills, your ex matters or anything else)
2. make a hot coffee or hot tea for yourself and drink it while you are not thinking about anything in your life
3. look at you keyboard and stare on each key while your are smoking your cigarette (in that case you are a smoker)
4. try to remind all password you were making in your life for yourself
then your bios password will come to your mind just like spark.
Done.

For that model and ( i ) code you will need to contact HP in your region and they should be able to send you a customized SMC.bin file which you can use at boot to reset the password.
Phone >> http://www8.hp.com/us/en/contact-hp/ww-phone-assist.html
Chat >> https://support.hp.com/us-en/contact-hp
When talking to the HP rep ask them to escalate your service request.
If you are able to bypass the password and try to boot let me know if your Hard Drive Crashed???

Update.
For that model and ( i ) code you will need to contact HP in your region and they should be able to generate your master password from the System Disabled Code
Phone >> http://www8.hp.com/us/en/contact-hp/ww-phone-assist.html
Chat >> https://support.hp.com/us-en/contact-hp
When talking to the HP rep ask them to escalate your service request.
If you are able to bypass the password and try to boot let me know if your Hard Drive Crashed???
REO
P.S. Please post back with HP's response to your request.

I happen to have done the same thing to my Sony Vaio Laptop years ago, But all wasnt lost. The bios work by an algorithm that the manufacterer knows. They gave me a new password to unlock it. I had to jump through hoops to prove I was the original owner. The credit card proved that I had purchased the computer. You may try that. If not try flashing your bios with a original default copy. Hope this helps.
