how do i remove government logo from my laptop

The logo is there because the agency that bought these paid to have custom BIOS installed with their logo. 

 

That is NOT like the wallpaper in windows, in that you can't just point to an image file and replace the logo; instead, you have to replace the custom BIOS with a different commercial BIOS that does not have that logo but instead, has the HP logo.
