Run diagnostics and check to see if the disk drive is bad. if the drive is bad you need to replace it. if other errors shows up, like memory errors, those need to be fixed first.
You should have one of the following Generation 3 SSD drives
Solid-state drive:
1 TB, M.2 2280, PCIe, NVMe 3×4, SS solid-state drive with TLC L85348-005
512 GB, M.2 2280, PCIe 3×4, SS solid-state drive with TLC L85360-005
512 GB, M.2 2280, PCIe, NVMe value solid-state drive L85364-005
256 GB, M.2 2280, PCIe 3×4, SS solid-state drive with TLC L85350-005
256 GB, M.2 2280, PCIe, NVMe value solid-state drive L85354-005
Disassembly video
Since the old drive is defected you cannot clone it to the new one. Use the HP cloud recovery to do a factory install then try to recover your old files using a forensics app and a USB-3 adapter (if necessary).
If your system is Generation 3 PCIe you can use a Gen4 SSD.
It will work, but will not run at Gen4 speed. The Gen3 is usually cheaper
Typical Gen3 M.2

If your disk drive passes diagnostics possibly the problem is the file system and it just needs to be repaired.
Did you select the drive test? If the disk drive test passed then try booting into window safe mode.
Some laptops have more than one drive: a boot drive with the OS and a second HDD for data.
Did the UEFI diagnostics test the OS disk
Since Windows cannot start then you need to enter Windows safe mode from outside of Windows
First read this article about safe mode. Skip down to 'Enter safe mode from outside windows. If F11 does not get you into system recovery then try turning the power on and off three or more times in a row.
Since the startup repair fails then do the restore point.
This video describes how to use a restore point. Ignore that it shows windows working. Clicking on "System restore" will bring up the list of restore points similar to what is in the below video.
https://www.youtube.com/watch?v=sixGAIiPTlE
If there are no restore points or the restore point is so far back that you'll lose a lot of programs then you need to bring up the device manager and see if you can fix the problem.
Find the device that has the error icon and try to fix it.
