Hi @perch2,

Welcome to the HP Support Community.

Thank you for posting your query. I will be glad to help you.

Since you’ve already run full diagnostics, reinstalled the BIOS, and even attempted a Windows recovery via USB, we’ll focus on identifying what stage the boot is failing.

To better isolate the issue, I need a few key details:

  1. When you power on the laptop, what exactly happens?
    • Do you see the HP logo?
    • Does it go to a black screen, spinning circle, or restart loop?
  2. Do you see any error message while booting?
    Examples:
    • “Boot Device Not Found”
    • “Automatic Repair”
    • Blank/black screen with cursor
    • Any blue screen message
  3. What diagnostics did you run specifically?
    • UEFI Hardware Diagnostics → Memory test?
    • Hard drive test (Short + Extensive)?
    • Did you test storage (SSD/HDD) and confirm it passed both?
  4. When you used the Windows USB drive:
    • Does it boot into the Windows setup screen at all?
    • Or does it fail before that?

Sometimes the system won’t boot the OS even if the hardware is fine.

Try this:

  • Turn off the laptop
  • Turn it on and tap F10 (BIOS)
  • Go to:
    • System Configuration > Boot Options
  • Ensure:
    • Boot Mode = UEFI
    • USB boot = Enabled
  • Then press F9 → Load Setup Defaults
  • Save and exit

I hope this helps.

Take care and have an amazing day!

I'm an HP Employee.
