my wife has a hp15-f387wm laptop which I have installed a new blank SSD on starting getting boot device not found insert operating system hard disk 3f0 F2 system diagnostics and after pressing f10 or f12 will not let me into bios

You need to install an operating system on the new drive.
Using another PC make a bootable W10 USB installation flash drive with the media creation tool from the link below.
Download Windows 10 (microsoft.com)
After the W10 installation media has been successfully created, plug it into the notebook.
Turn on the notebook and immediately tap the ESC key to get the menu of options.
Select the F9 boot options menu, and from that, select the USB flash drive with the Windows installation files on it and press the Enter key.
The notebook should boot from USB flash drive to begin the Windows installation process.
After W10 has completed installing, you can install the drivers and available software from your notebook's support page.
