The computer should boot first to a Linux bootloader. You should not have to use f9. What Linux distro is this? Most use the grub/grub2 bootloader these days. If you are not seeing the grub bootloader then windows has taken over the boot sector.

the linux flaver im using is kali and would there be a way to install grub over the windows boot loader or unlock the windows boot loader to boot into grub/linux

If done properly grub overwrites the Windows bootloader and controls which OS boots.
