so basically , i remember myself setting the c partition as active and i havent restarted my laptop until yesterday , so i tried to turn it on today but it says " windows failed to start. a recent hardware or software change might be the cause ... file : \boot\bcd , status : 0xc00000f "

That was most likely your mistake -- as the "active" partition needs to be the one containing the Boot files, NOT the one containing the OS files.  Those boot files are normally in a System Reserved partition.  So basically, you should not have messed with it.

 

You would need to create bootable media containing partitioning software that will allow you to change the Active partition to the System Reserved partition.

 

You will need to check online with MiniTool Partition Wizard and EaseUS Partition Master to see if either of them still offer downloads to create boot USB sticks. You would then have to do the download on another PC, create the USB stick, boot your PC with it, and then change the Active partition.
