I bought this laptop a week back and its disk usage and memory is always in 90-100% range. this is making it extremely slow how do i fix it

@Nitin06 here's what you need to do:
Do a Windows Search for “Services” and, in the window that opens, look for Windows Management Instrumentation. Right-click it, then select Restart. You can also stop the service entirely, if you desire, or simply restart your computer.

i did disabled the service and it helped to reduce the disk usage but memory is still in 70% range when not a single program or application is open - is it fine and how can i reduce memory to acceptable level

I understand your concerns.
You could try BIOS update and also perform updates available in HP Support Assistant and Windows Update.
You could download the latest BIOS available for your operating system from the link: https://hp.care/2k2KUua.
If the issue still persists, create a new user account and check the functionality of your notebook: Click Here.
If you have a similar issue in the new user account, you could perform Microsoft Push-Button Reset: https://hp.care/2k63fWY.

I understand your concerns.
Please perform the system file check.
1) Select Start, and in the search box, enter Command Prompt. Press and hold (or right-click) Command Prompt (Desktop app) from the search results and select Run as administrator.
2) Enter DISM.exe /Online /Cleanup-image /Restorehealth (note the spaces before each "/").
3) Enter sfc /scannow (note the space between "sfc" and "/").
If the issue still persists, please perform the system reset.
