14" chromebook camera doesn't work

Chromebook camera does not work. 

Click on camera and a black box opens with a blue arrow going in circles. never stops

white button on the side says shutter, click and get shutter sound but that is all

tried resetting several times with no result

• Press the power button  and refresh  button for five seconds. The computer turns off and then turns on again.
• If necessary, press power button again to turn on the laptop.
