15s fq5112tu base speed issue

why 15s-fq 5112tu laptop base speed is very less. which is not available on pack while purchasing. the sales boy's said speed is up to 4.4ghz.... and in many sites including amazon it is showing that base speed is 2*1.3ghz so in laptop the base speed should be 2.6ghz. but it is showing only 1.3ghg. whereas for ram for 2*8gb it is showing 16gb. why the base speed is that much less.

Where did you find that ?  Let's talk this way: You have 2 cars each run at 100km/h max, put two cars together they can ONLY run at 100km/h max, they can NOT run at 200km/h. They may carry more load to make more work but NOT faster.
