Kindly give solution/suggestion on how to realese/use most of  the RAM allocated to BIOS and system hardware

Firstly Envy 13ar00 is an invalid model/product. What is it ? Did you install RAM yourself ?

The Installed RAM is 16GB but only 5.8GB is usable. 10GB is reserved for hardware. My question is, can i be able to release more RAM from the hardware reserved to usable RAM?

My laptop model is HP envy X360 -13-ar00**au convertible

My processor is AMD Ryzen 7 3700U with Radeon Vega Mobile Gfx 2.30GHZ
