Hi James,
I have the exact same HP 15t-eb100 laptop and same issues with the 22H2 Windows 11 feature update. I get the same BSOD with the DRIVER_PNP_WATCHDOG error.
I can boot into a Windows 11 Installer from a USB Flash drive without any issues. As soon as I try to load the Intel RST VMD Driver to see the Intel Optane Storage device, it eventually goes to the same BSOD with the DRIVER_PNP_WATCHDOG error. I've tried this with both 21H2 and 22H2 Windows 11 Installers.
I have updated my BIOS from version F.08 to F.11. That didn't help.
Did you ever resolve your issue and reinstall Windows keeping your data or simply recover your data by other means?

I just wanted to follow up. I was able to do the cmd window from a Windows 11USB Installer and mount the Optane SSD from there. I had downloaded the sp132943.exe (Intel Rapid Storage Technology Driver) from HP.com and put it on the same USB drive with the Windows 11 Installer. I ran the "install.cmd". I noticed that drive d was indicating that I needed to "unlock it with a Bitlocker Key from the Control Panel".
I went back to the light blue "Troubleshoot" screen and selected to Uninstall Updates. I rollbacked the Feature Update, it asked for the Bitlocker key which I found on the Microsoft Account at "aka.ms/myrecoverykey". I entered the key and it booted up to my login screen! I thought everything was fine, but when I restart, it goes back to BSOD with error code 0xc0000098. This tells me there is an issue with booting. I'm able to hit ESC to go to Recovery, enter the Bitlocker Key and it boots back to my login screen! I just can't keep it recovered.
I tried Bootrec commands, but bootrec /scanos returns 0 Windows installations even though there are 3 listed in the Troubleshooting area. They are Windows Rollback, Windows 11, and Windows 10. Only Windows Rollback will allow me to recover back to the login screen with ESC and the Bitlocker key.
Any ideas?
