Operating System: Microsoft Windows 10 (64-bit)

I have a  hp 250 g6 i3-6006u 4GB ram 1TB HDD and i would like to know if I can add an external GPU

No. eGPUs are only a viable thing on laptops with a Thunderbolt port, which your laptop does not have. There are some eGPUs which attach to a mini-pcie slot such as the one used for the wireless card, but that is a very poor option as you have to run the laptop partially disassembled and the bandwidth is just not there for optimal performance.
