Are these two parts:
Hard drive cable L23187-001
Hard drive cover L23219-001
the same parts that are contained in kit 808238-001 ?
If not, how does one order the former two items? They are listed as n/a on partsurfer.

I see you need information and assistance related to the part for your HP notebook. No worries, I'll be glad to help you.
Are you also referring to the same product which is posted in the previous post that is HP 14-DF0023CL.
In this scenario, L23187-001 is for the Hard drive cable. Unfortunately there is no part number associated with L23219-001 for the hard drive cable.
Instead you can look for the Bracket which is - L24490-001.
Now these parts which are listed in the Maintenance and service guide of your notebook are the ones which are compatible and tested for your PC.
If you wish to try other parts you can try it at your own discretion, HP Doesn't recommend any upgrade/downgrade of any hardware parts or software that is bundled with the product. It may affect the manufacturer's warranty and performance.
Alternatively, You could replace the part on your own, use the HP Parts surfer to identify the part: Click here & order it via the HP Parts store (Click here).
