I see your laptop has the Intel® Pentium® Processor N3710.
It is an ultra low power processor (6W) and that may be why there is no fan.
Some information online about that processor states that it is used in fan-less devices.
The manual shows there is a fan and has its part number. See chapter 3, page 18, item 12 in the illustrated parts catalog section. Fan 925012-001 The only problem you might have is finding the screws, if any are required. The manual does not show them

.
Are you seeing temperature warnings?
How did you happen to have the notebook open?
HP Engineering staff is being asked about this, so please be patient.

I had it open attempting to repair the power button which i have to order a new one but that is when i noticed there was no fan. Theres a opening for one and soilder points to install a port to plug one in. But its always ran incredibly slow. Ran decent the first couple weeks. I figured it could have contributed to the slowness so i was looking to install a fan and upgrade the ram in hopes that it would speed it up a bit.

An HP Subject Matter Expert on Personal computing provided verification per my request, that HP did indeed ship some 15" laptops as fan-less units. Your laptop, with the ultra low power processor, was likely to have been one of them.
Since your PC has a Pentium processor, options for performance increase are limited.
The only thing that would give it a really noticeable performance increase would be replacing the legacy HDD with an SSD. The compatible SSD will be 2.5" format SATA, 3D NAND and is a direct replacement for the leghacy hard disk. You can either clone the existing OS installation to the SSD using an adapter or an enclosure. You can source a new 1TB SSD for right around $50 USD.

Replacing the installed HDD with an SSD will give you the most improvement for your upgrade investment.
Increasing the installed memory won't be something that will perceptibly increase the performance.
Installing a fan is an option, but it is not going to improve the laptop's performance.
If you have not see any heat related problems as the notebook is configured, it is already running within its design parameters.
