Have you invoked the control panel and verified that the touchpad is not turned off?

That is probably the most likely cause. Type control panel in the search box and press enter.

 

There used to be a setting in Windows 10 that allowed automatic disabling of the touchpad when a mouse was connected.

 

I don't believe that option exists any more.
