OK. The CPU is not upgradeable, as it comes integrated on the motherboard ( soldered ). You would need to replace motherboard which will probably cost more than buying new system with desired specs. On page 66 of service manual you can see a list of motherboards and part numbers which are compatible with your model.
Your PC supports max 16GB of DDR4 2400Mhz RAM (2x8GB) which will run at 1866Mhz. You have one stick of 4GB in one slot and the other is empty. On page 2 and 48 of service manual you can see various configurations and steps to upgrade RAM. (memory modules in video)
Example:
You can replace the 2.5" hard drive with an SSD. You can choose your prefered brand such as the Samsung 850 evo. You will need to reinstall the OS by either migrating an image, using HP recovery disks or with Microsoft media (which you can download). On page 50 of service manual you can see how to replace the drive. (Primary storage drive assembly in videos)
Example:
You can also install an M2 SataIII drive and keep the mechanical hard drive for data. You would need to reinstall the OS or transfer the OS to M2 drive to get the performance benefit. On page 55 of service manual it explains how to install drive. (solid state drive in videos.
Before buying the drive open the PC and make sure that the connector for the drive is present on the motherboard.
