HP EliteBook 640 14 inch G9 Notebook PC IDS Base Model

I have 20 HP Elitebook 640 G9's, I'm putting them through the autopilot pre-provisioning process, 17 have gone though the process with no issues.

3 devices are failing the process right at the start "Securing your hardware" I get the error "Something happend, and TPM attestation timed out"

The model of these notebooks is the same as the other 17 devices, they all have the same BIOS revision and same deployment of Win11 OS on the same build version 22621.1555.

I've tried clearing the TPM many times, BIOS updates, windows updates. I just can't get these three devices to go through.

If I run Get-TPM I get the below results,
