You could try installing the latest HP uefi diagnostics. You could also create a USB diagnostics drive and perform the tests in that way.
You could also try a compatible battery which you can find for good prize online and see if it changes the situation.
Let me know,
David

Yes I would replace the battry especially if you need to be mobile with the notebook, as the battery is weak. Here are the two compatible batteries with part number, you can perform a search with part number online to find the battery. The first will also have much higher charge and will last longer. The second is the one you have in the notebook.
9-cell, 93 WHr, 2.8 Ah Li-ion battery 633809-001
6-cell, 47 WHr, 2.2 Ah Li-ion battery 633805-001
Hope it helps, David

No, it will not be a problem for your system. You could consider installing Windows 10 which you can download from Microsoft and install (by creating bootable Usb drive)
https://www.microsoft.com/en-us/software-download/windows10
To install you do not need product key. You could then purchase a product key online for cheap .
Example:
https://www.ebay.com/p/Microsoft-Windows-10-Pro-Professional-32-64bit/809536399
This way you would have a legal copy of Windows 10 which in my opinion is better than Windows 8.1.
Hope it helps,
David
