No I have InsydeH2O Setup Utility v. 3.5 (Locked - without advanced tab)

I want to replace my CPU from Intel P8600 to Intel Q9100 and Intel told me that BIOS may not support the new CPU.

Then it does not conflict with the Quad Core CPU. I suspect you may just have a bad CPU there. There is no other laptop component I buy regularly with a higher incidence of troubles than processors. Sellers say they are working but a significant percentage are bad on arrival.

The Service Manual says the Q9100 is supported and the motherboard is the same for dual and quad core processors.
I saw another post you made where you were advised to install an HP Part number version of the Q9100.
There is no substitute BIOS and the existing BIOS should support the Q9100. I do not think it has to be an HP Part numbered processor but I think you may have some issue other than the BIOS going on.

Thanks for the answer.
I had the service manual and i thought it would work with the same BIOS, heatsink and Mainboard as well.
As for the part number i believe its ok because in setup utility q9100 is recognized.
At the past i wanted to install a new wifi adapter. When i installed one simple pci adapter the laptop posted an error that
the part number was wrong. Then i bought a wifi adapter from ebay as the manual advised and worked fine without errors.
So i believe that if the part number of this cpu wasn't listed i should probably had an error again.
When i'm trying to boot windows then the laptop freezes.
I tryied without HDD with a virtual cd and again freezes.
I asked for BIOS because Intel adviced me to ask HP.
