I have tried 8 different USB Type-C chargers but when turned on this system will only charge from a one, a HP 65W charger. All chargers support 20V and work with other laptops, including a different model HP. All are rated at atleast 65W, most are 100W rated.  All chargers will charge it when it is turned off.

From this post, https://h30434.www3.hp.com/t5/Notebook-Hardware-and-Upgrade-Questions/Notebook-not-charging-by-USB-C... :

"Incorrect BIOS settings: Some laptops require certain BIOS settings to be enabled in order to charge via USB-C. Check your laptop's BIOS settings to ensure that the USB-C charging option is enabled."

However there is no visible BIOS related to USB-C.  Are they hidden in the advance BIOS settings?

With HP there are no advanced BIOS settings.

Your laptop was designed to be charged with and  was delivered with a power adapter that has a 4.5mm barrel plug.

That is what you should use to charge the laptop.

If you have found a USB Type-C HP power adapter that works and makes you happy, use that one.
