Sister spilled water on spectre folio, gives a 5.3 error code- via cap lock button. Took to “ubreakifix” computer tech store, they say it has bad motherboard and cannot fix. Computer is about a year old, what can I do? Will HP take it back to replace motherboard? Thanks much

Basic answer is NO -- the motherboard damage was accidental -- on your part -- so HP has no obligation to replace it.
Also, HP does not sell new motherboards and replacements are very hard to find -- so you would have to go online to do searches to see if anyone carries it.
And THEN, you would have to buy a NEW Windows license, because the one that came with your laptop is tied to the motherboard and can not be reused.
