My laptop won't charge or boot up. I'm pretty sure it's not the power supply. The last series of issues before becoming totally unresponsive were failures to boot properly, with blue screen of death etc. Also, the battery charging light on the side of the laptop was intermittently showing orange and white before showing nothing. Now everything appears dead. What's the best way to get this fixed

Hello.

I recommend cross testing both the laptop charger and laptop with a separate charger and laptop/other device:

Your laptop charger has a USB-C connector and it is an industry standard. You can freely test the power supply with other USB-C powered/charger devices such as other laptops, headsets, mobile phones, tablets and so on - as long as the power requirements are not more than what the charger provides, 65Watts. Most non-gaming and non-workstation laptops will work with 65W charger.

Likewise you should be able to charge / power on your laptop with any USB-C charger that provides 65W or more power which is your laptop requirement. Your laptop may start with a weaker charger but the battery may not charge at the same time.

Using underpowered chargers does not break anything, but the device may just not start or charge battery.

Should the problem lie in the power supply, you can replace it with any USB-C charger as long as it provides 65W or more power.

Another thing to test would be to remove the battery in case it has developed a fault. The procedure obviously requires removing the laptop bottom cover and your laptop model is not one of the easiest to open. The Cover & Battery removal are explained on the Maintenance and Service Guide, p.34-36 if you wish to take a look and try it.

If you can't test these, or have tested already and problem is not with the power supply nor the battery, I recommend taking your laptop to your local HP authorized service and have them take a look.
