I have a problem where my laptop is completely charge to 100% then after few minutes of using it, it will drop to 94% instantly. I have tried reinstalling the ACPI Battery Driver but the continues to exist. Also when I'm plug in to the wall using the 45W DC power adaptor then charging it to 100% it always drain the battery. It does not stay to 100% all the time, is their a fix for this? I'm not sure if my DC power adaptor is defective because it only charge it upto 28W.

28W is the rate at which the power adapter is charging the battery, not the maximum capacity to which it will charge.
You can use the laptop's HP PC hardware Diagnostic UEFI utility to test the power adapter and the battery.
You can also see the current state of the battery as compared to the design characteristics by using the command line (admin).
Open a command line interface (CLI).
(Windows key + X and click on Terminal(admin) ) or type "command" into the search box and right click it. Click on run as administrator.

- Type powercfg /batteryreport and press Enter
- The Command Prompt window will display the file location of the battery report
- Open File Explorer and navigate to the saved file location
- Double-click the HTML file to open it in your web browser

Your laptop was delivered with either a 45 or 65W power adapter.
The power adapter should have the ability to charge the battery even while you are using the laptop.
