My charger is plugged in but the battery is not charging. The battery states that it is "plugged in, not charging". The battery percentage is stuck at 15%. I'd tried reconnecting the charger and restarting the laptop, and it managed to charge up until 19% and then stuck again. After that, I tried the same steps but it doesn't seem to work, and the battery percentage still remains at 19%. I still can run my laptop indefinitely when plugged in, and it still can also run on the 19% of the battery and will not shut down when the charger is disconnected until the battery is used up.

I'd run the Battery Check under Component Test from HP PC Hardware Diagnostics Windows App and I failed the test. It states that my battery status is "Very Weak", the charge state is "Blown Fuse", and it gives a failure id of "QBX77F-8NW9QG-MFPURF-C0AW13".

I then tried running the HP PC Hardware Diagnostics UEFI (the one activated by pressing F2 during startup), unsurprisingly failed the test, but I get a failure id of "QBX77F-8MU9QG-MFPURF-C0AD03" for both the battery test and the power source test.

I also tried the HP Battery Check (HPBC.exe) from HP Support Assistant, but I couldn't launch the app.

I'd tried reinstalling and updating both Microsoft ACPI and Microsoft AC Adapter under the battery tab in Device manager, but it doesn't work. I also updated my BIOS to the newest version but it doesn't work too. My laptop battery is unremovable. Did anyone know how to deal with it?

Both of these codes - and the behavior you describe - indicate the battery has failed.

Important Update: Expansion of the Battery Safety Recall and Replacement Program for HP Notebook Computers and Mobile Workstations announced in January 2018 – Additional Batteries Affected

HP urges customers to recheck all potentially affected products

In cooperation with various government regulatory agencies HP has announced an expansion of its worldwide voluntary safety recall and replacement program for certain notebook computer and mobile workstation batteries announced in January 2018. The potentially affected batteries may have been shipped with certain HP notebook computers and mobile workstations sold worldwide from December 2015 through April 2018.

The batteries have the potential to overheat, posing a fire and burn hazard to customers.  It is essential that you check or recheck your battery, even if you did so previously and were informed that it was not affected.

HP’s primary concern is for the safety of our customers. Because these batteries pose a fire and burn hazard, it is essential to visit the HP Battery Recall website at www.hp.com/go/batteryprogram2018 as soon as possible and check your battery.

From HP > CAUTION

Recently, HP has seen an increased number of third-party support websites selling HP driver downloads or diagnostic tools. Many of these websites use the HP trademark symbol and claim to be official HP distributors.

If your product supports your operating system, HP offers your driver and software at no additional cost through the HP website.

Use caution when dealing with any website that asks you to pay for HP driver downloads or tools that claim to diagnose your HP products. These websites might not be affiliated with HP in any way.

Do not install BIOS updates from a motherboard manufacturer's website. Only install BIOS updates from HP. Installing BIOS updates from the motherboard manufacturer can prevent the computer from accepting an HP system recovery. This could result in a loss of data.
