I bought a new replacement battery, installed it today, and it shows the battery icon with an x on it and not charging. The information on the icon reads 255% available (plugged in).
I run the HP Support Assistant and it says the battery is 100% charged.
I run the HP PC Hardware Diagnostic Tool under Admin and it logs a CANCELLED for the Battery Check under Component Test.
I disconnect the AC power and the laptop runs on battery power for a long time and finally I am guessing the battery runs out of power. (last time it run for over 1 hr).
When the AC is connected, it will show the orange light as if charging, for over 1 hr, and then change to white and blink.
What can be done. I have seen others complain about the same, get lots of advice, but it hasn't worked for me yet.

I reviewed your post and I understand that you are facing issues with the battery.
Don’t worry, I assure you I will try my best to get this sorted.
I recommend you update the BIOS from the below link and check if it helps.

No, HP does not offer my type of battery anymore so I had to go to a third party, battdepot.com, and bought this one as it said it was the one compatible with my Spectre laptop. https://www.battdepot.com/us/opn/notebook+battery/hp/tpn-q168/lhp348.aspx

I recommend you reinstalled Microsoft ACPI-Compliant Control Method Battery under the device manager.
Here is how you do it.
Step 1: Click the Windows “Start” button and right-click “Computer.”
Step 2: Click “Manage,” then “Device Manager.”
Step 3: Click the “Batteries” section. A list of devices will appear.
Step 4: Right-click the “Microsoft ACPI-Compliant Control Method Battery” device and click “Uninstall.”
Step 5: Click the “Action” menu item and “Scan for Hardware Changes” to reinstall the driver.
Restart the computer and test.
