I plugged in my laptop to charge one day and it got to 80% and just stopped. My laptop also has USB-C so I tried charging via that and the same result. I have uninstalled the ACPI driver and still no dice. I'm on windows 10 pro version 20H2,BIOS version HP Q98 Ver. 01.14.01, 19/10/2020. I have previously had the laptop in charge for a extended period of time but this issue is also happening to a friend of mine who has the same laptop and windows version. This leads me to believe that it is a windows update problem. To summarize my question is 'How can I get my laptop to charge to 100% (stuck on 77%).
Windows does recognize that I am plugged in.
The most recent programs installed was adobe creative cloud.
It WAS stuck on 80% it is now stuck on 77%
Thanks everyone for your help!

My Elitebook 840 G3 has the Battery Health Manager on the BIOS. It provides three options and one of them sets battery charge level to 80 %. To check to see if your laptop has the same battery control manager, go to F10 BIOS Setup then click Advanced. From there click Power Management Options and you'll see Battery Health Manager at the bottom of the screen which gives you three options. Choose and click any option and you'll see a description of that option below the option window.
