 my HP Envy has the exact same issue and exhibits the exact same behavior has detailed by the original post for this thread. I'm convinced that it is a software issue because the notebook will try successfully without interruption when powered down, with a solid orange color charging indicator as well. I've updated to the latest HP bios revision and all Windows 8.1 Associated drivers with no resolution.

Please identify your notebook with a complete product name or product number.

Look on the bottom of your notebook to find its identifying information.

 

I have no idea as to what original thread you made reference to.

 

Kindly start at the beginning and explain exactly what is happening from when you press the power button or plug in the power adapter.

 

The blinking white light generally indicates a corrupt BIOS, but if you are getting a plugged in, not charging message it does confuse the issue.
