I have an HP laptop 15 that I got before my first year of college, I am in my third year now and the battery is absolutely terrible. I charged my laptop during class and it got up to 60%, within 20-30 minutes it was at 33%. It has died on me so many times and I do everything I know I can do and am recommended to do to keep the battery life but none of it works. Now it is at 28% and was at 33% less than 5 minutes ago. Is it just old? Why is the battery so bad?

Laptop lithium ion batteries are only warrantied for one year.
The amount of charge a battery can hold does deplete over time.
If a battery is inadvertently mistreated, as in allowed to drop below 20%, a number of times, that will have a detrimental effect on the storage capacity.
I am curious as to why you have not:
Identified your laptop with its HP Product name and Product number (SKU). Is it your intention for us to guess?
When you signed up for the forum, you probably should have noticed that everyone else is identifying their product so we can have an understanding of the hardware configuration and access to more information
Run the HP PC Hardware Diagnostic battery test or run Windows own Battery Report utility to see what the state of your battery is.

From your description in your post, the battery is nearing the end of its service life and needs to be replaced.
Since you did not take the time identify your laptop, helping you with that information is not really viable.
