Operating System: Microsoft Windows 11

When I turn off my EliteBook using the shut down button and NOT just closing the lid, my laptop loses significant amounts of charge whilst supposedly off. I do not reopen the lid or use any features of the laptop. There should be no reason why it switches itself back on and loses charge. What can I do about this issue? I need to be able to charge it up, turn it off, leave it off and then come back to find it with the same amount of charge as it had when I turned it off.
