im using my laptop 1 or two times per month.

I never use sleep/deep sleep mode, i always completely shut down it, but every time i found that battery is decreased !!!

Last time i used it, it was more than a month ago, before shut down battery was 100% charged.

Today it refused to run!!! Battery was 0% !!

I connected it to alimentation and it started as usual, but it refuse to charge the battery !!!! It says that is charging but it still 0% . If i disconnect the alimentation cable it shutdown at the same moment.

Don't worry as I'll be glad to help, however, to provide an accurate resolution, I need a few more details:

  • Did this happen after a recent window or software update?
  • Did you make any changes to the settings of your PC prior to the issue?

While you respond to that, let's try these steps: 

Hard Reset: Follow steps from the link: https://hp.care/2GnkMa8. (Refer to the removable and sealed battery)
BIOS default:(do not skip any troubleshooting steps even if you feel steps are repeating)

  1. Turn off the computer and wait five seconds.
  2. Press the Power button to start the computer and repeatedly press the F10 key to enter the BIOS setup menu.
  3. On the BIOS Setup screen, press F9 to select and load the BIOS Setup Default settings.
  4. Press F10 to Save and    Exit.
  5. Use the arrow keys to select Yes, then press Enter when asked Exit Saving Changes?
  6. Follow the prompts to restart your computer. 

If the issue persists, follow the next steps.

  • 1. Go to Start, search for Device Manager, and open this result.
  • 2. Expand batteries.
  • 3. Right-click on the ACPI option (usually the 2nd option) and select delete or uninstall. Follow the prompts.
  • 4. Shut down the computer. 
  • 5. Disconnect the charger.
  • 6. Remove the battery. (only for removable battery)
  • 7. Hold down the power button for 1 minute.
  • 8. Insert the battery only. (only for removable battery)
  • 9. Attempt to turn the battery on.

I replaced the battery , now the laptop acepts charging.

But battery charge level still decreasing when laptop is shutdown .

You might need to disable HP USB charging during sleep/shutdown in BIOS, if that's an option. I had battery drain issues until I turned this off. Apparently, HP likes to keep the USB ports powered during shutdown to charge devices, but this will eat battery over time, especially when not used for a while. I've also stowed my laptop away for about a month, completely shut down, but had a completely flat battery.
