Have you run a battery test on it? Since it's an older laptop, the first step would be running a complete battery test as shown here- https://support.hp.com/us-en/help/diagnostics?category=computing&issue=battery-adapter-issues

My laptop is drained, the battery is dead and i can't charge it, so it won't turn on, and when i plug in the white light blinks. when i remove the battery and plug in all the lights keep blinking, so I'm pretty sure that the charger is working. im thinking the battery is dead, thanks for the reply tho🙏
