My battery performance has degraded of recent weeks. I have run the HP Battery Check and the following is reported when at full charge:
Design Capacity: 4950 mAh
Full Charge Capacity: 3577 mAh (72%)
Looking at the above I would say that my battery needs replacing. I am still within warranty, so is battery replacement covered?

Battery replacement is covered (while the computer is under warranty) if it is determined that the battery is failing.
The battery may only need calibration.

The battery might be OK and just need calibration (balance / set).

Document includes information and link for using HP PC Hardware Diagnostics (UEFI) and / or using the HP Support Assistant to test the battery.
Note that completing the HP Support Assistant battery test is not enough - please check the battery using the hardware diagnostics UEFI tests. (HP will / would ask that you complete this test.)
