Hello, for about two weeks now my battery's capacity has reduced drastically, more than half of its design capacity. After running the battery test, one thing I'm worried is the negative current (-736mA).

The simple answer to your issue is that your battery is reaching the end of its service life.
That is after considering the results of the diagnostics you provided. Battery age of 1609 days and current full charge capacity of @38% tells us quite a bit.
You will need to replace the battery with a new compatible battery to regain the expected battery use of your notebook again.
You are fortunate in that a replacement battery for your notebook is inexpensive. See the links to compatible batteries available for online purchase at the link below this line. There is no requirement to purchase a battery from HP. All the new battery needs to be is guaranteed compatible.
