the maximum my battery can charge is 79% and it stops charging

Did you buy this laptop second hand from someone? 

If so then they have probably just added a charge limiter to your laptop. It actually helps keep your battery life by not charging it completely full all the time. Meaning its actually a good thing, especially if you always keep your laptop connected to your charger. 

I can't really remember how to remove it but you can look it up on google but I would suggest keeping it the way it is.
