That would mean that the device you have plugged in does not have a boot flag or the USB port is not first on the boot list.
What exactly are you trying to do?
I use bootable Linux and other operating systems in a USB GPT UEFI formatted flash drives fairly frequently without any problems.
I do have the USB flash drive setup as first boot item in the Boot order list.
That is done in the BIOS

The specifications of the 15-cr0037wm laptop that you wrote that you had shows a USB type-C port.
