A very warm welcome to the HP community. A very good day to you.
I understand that you have an HP Notebook - 15-f211wm laptop. I read that the laptop does not charge anymore and the charger seems to alright when you tested it. I appreciate the steps you have performed and have certainly done a good job.
Without physically checking the laptop it would be difficult to tell you if the motherboard is affected or it's just the power connector. If you would like to first replace only the power connector (where the charger connects), then I have the part number for it: 732067-001 (DC-IN POWER CONNECTOR) and it looks somewhat as indicated in the below image:
You may order the part from our HP PartSurfer website or you could also contact our HP phone support. If you contact our phone support team, they could also let you know the cost involved to get the laptop fixed completely and also what would be the cost to replace the motherboard.

One more thing. Here's the part for $6.53 on eBay:
Odds are the power jack will fix it at least it is worth $6.53 to try. Somewhat unlikely the motherboard is also damaged.
