Camera was working up to windows update (Autumn). error codes 0xA00F4243<camera reserved by another app>(0XC00d3704) . no other apps are open.

As I understand, the webcam is not working fine,
No worries, as I'll be glad to help you, that said, I'll need a few more details to dissect your concern & provide an accurate solution:
What is the product number of your device? Use this link to find it: http://support.hp.com/us-en/document/c03754824
(Ensure you do not share any of your personal information such as serial, phone number, email ID, etc...).
When was the last time it worked fine?
Were there any hardware/software changes made?
Have you tried any troubleshooting steps?
Let's try these steps to resolve the issue:

Search for apps on Task Manager that might cause the problem:
- Press Ctrl + Shift + Esc or right-click empty space on the toolbar.
- Open “Task Manager” and go to the “Processes” tab.
- Carefully analyze what programs are currently running in the background of the system.
- If you found an app that uses Camera, for example, Skype running in the background, click it, and select “End Task.
Clean Boot:
- Click “Windows key” and type msconfig.
- Click “System Configuration” and open “Services” tab.
- Mark “Hide all Microsoft services” box and select “Disable all.
- Open “Startup” tab and click “Open Task Manager.”
- Click on each startup item and select “Disable.
- Close Task Manager and click “OK” on the System Configuration window.
- Reboot the system.
Perform the reset on the camera
- Click Windows key + I to open “Settings.
- Select “App and Features"
- Locate the Camera and click it.
- Select “Advanced options” and then “Reset.”
- Reboot the PC.
A webcam that was working in one of the pre-installed programs suddenly stops working after installing Windows updates or after installing a recommended update to YouCam or MediaSmart.
To resolve this issue, reinstall the original HP Webcam-101 or Microsoft USB Video Device driver.

In Windows, search for and open Device Manager.

Double-click Imaging Devices to expand the list of webcam drivers.

If the HP Webcam-101 or Microsoft USB Video Device is listed, right-click the driver and select Update Driver Software and follow the on-screen instructions.

Restart your computer, and open your webcam software to see if the problem is resolved.
If the problem persists, use HP PCs - Using Microsoft System Restore (Windows 10, 😎 to go back to a time when the webcam was working properly.

The Prod No. is M1W11UA#ABA.
It last worked before autumn update to windows.
I have not added any hardware or software recently.
I cannot find the camera in device manager.
There are drivers installed for Realtech 3d camera.
I have tried the built in troubleshooters but no faults are indicated.

Please download the latest BIOS from this Link: https://support.hp.com/us-en/drivers/selfservice/hp-envy-m7-n100-notebook-pc-touch/9365082/model/936... and if the issue persists, perform a System Restore as suggested by @Flower_Bud
I also recommend running a Diagnostic on the Webcam if it's available
- Hold the power button for at least five seconds to turn off the computer.
- Turn on the computer and immediately press Esc repeatedly, about once every second.
- When the menu appears, press the F2 key.
- On the main menu, click Component Tests and Webcam
