In my opinion, the first thing to do is to disconnect the device and move it to a safe location.
"Safe" in this case would be somewhere that won't catch on fire if the problem gets worse.
What?
Could be electrical, battery, or charge system.
Could be a component on the mother board.
Could be dust, dirt.
Could be something else.
If you feel safe doing so, open the case and look at what is going on inside.
Service Manual
If you don't want to deal with it,
Put the computer in a heat proof / fire proof metal box and take it to a licensed hardware technician.

If you smell a burning odor coming from your HP laptop even when it's not in use, it could be a sign of a serious problem. Here are some steps you can take to address the issue.
- Unplug your laptop from the power source immediately. This will prevent any further damage or risk of fire.
- Check the battery of your laptop. Overheating batteries can cause a burning smell, so make sure that the battery is not swollen or damaged in any way. If it is, you should stop using the laptop and replace the battery as soon as possible.
- Inspect the charger and charging port of your laptop. The charging port may be damaged, causing the charger to overheat and produce a burning smell. If you notice any damage, you should stop using the charger immediately and get a replacement.
