Why won't my chromebook open? every time I plug in his charger there is a light on the side indicating that he is charging. I've tried all the troubleshooting procedures but it still doesn't work. What could be wrong with my Chromebook?

When your Chromebook’s operating system (OS) doesn’t work properly, you can recover it. Recovery removes and reinstalls the OS. For newer Chromebooks, you can recover the OS with an internet connection. For older Chromebooks, updates may not be supported and recovery isn't possible.
Important: Recovery permanently erases everything on your Chromebook's hard drive, even your downloaded files. If possible, before you recover your Chromebook, back up your files.
If you use your Chromebook at work or school, ask your administrator for help. If you're an administrator, for more help, contact Google support.
When to recover
You might want to recover if:
- You get the error message "ChromeOS is missing or damaged."
- You’ve tried other troubleshooting steps and nothing has fixed your issue.

Apologies. Let's try these steps.
Verify power to the computer
- Ensure that the computer is connected to working power.
- Plug the AC adapter into a functioning wall outlet.
- Connect the AC adapter to the computer.
- Check whether the computer and AC adapter lights turn on.
- No lights turn on: Try another HP AC adapter and another wall outlet.
- If the lights turn on using another AC adapter, proceed to the next step. Otherwise, contact HP to replace the damaged part or unit. To check the warranty for your computer, go to HP Customer Support.
- Lights turn on: Proceed to the next step.
