CPU is Aggressively throttled under Win10.   My Laptop (HP Pavilion 15-ec0013dx) has a Ryzen 5 3550H CPU with 32GB of RAM.  As an 4 core CPU , 8 thread Laptop running an NVME SSD, It should be screamingly fast with that amount of RAM.       The CPU should be runnnig at 2.1 GHz nominally (3.2 Ghz Max)  - but every core is throttled to only 400mhz!!!!  I AM SO Frustrated with this **bleep** thing.                                                                                                                                                                                            All Windows updates were installed.  Bios is updated to revision F.18A (7/24/2023).   I tried upgrading to Win11 64-bit, and that did not change the CPU throttling either.   Motherboard Model is 86D4 (FP5).   From what I've been reading online, this needs a Bios Update - BADLY, but HP is yet to come through with a fix.  I need to use this for college, so I could REALLY use some assistance please!    This laptop is BARELY USEABLE.   I am EXTREMELY Dissapointed in HP's BIOS development Quality Assurance / Product testing!!!!!    Please help!!!!
