Hi, I have an HP ProBook 6460b with an Intel Core i5-2450M processor in an Intel G2 (988B) socket. My question is: Is the processor upgradeable? If so, can I change it to one with Ivy Bridge architecture (e.g., an i5-3210M)?

All I can say for sure is that model supports up to 2860QM, which is 4 cores rather than the 2 you have. Look at the service guide here- https://h10032.www1.hp.com/ctg/Manual/c03253774.pdf  on page 41, it lists the cpus that were available for that model. If you have the ram max and maybe a SATA ssd, that's about as far as you can go with it.

edit- I'd update the bios with the latest version if you decide to upgrade the cpu.
