The CPU fan of my notebook is running at 100% constantly and making a lot of noise. The CPU usage isn't even that high and the temperatures are also normal. I have been using this notebook for almost four years and haven't faced this issue ever before.

Odds are the laptop needs to be opened and the area around the processor and cooling fan cleaned of dust. You can try blowing compressed air into the exhaust vent. Stick a bent out paperclip in to hold the fan from spinning and blast in the compressed air. If dust flies out it is doing some good. If that does not work you will have to consider opening it up, manually cleaning it and perhaps applying new thermal compound. 4 years is about when one would expect to need to do this.
