Sounds like you need to replace your CPU fan. According to HP PartSurfer, this is HP part number L22529-001, and you can purchase it for $12.33, here for example: CPU Fan HP L22529-001 L22530-001 L22531-001 Series 6033B0062601 DFS541105FC0T | eBay. However, there is a chance that the fan is completely clogged up with dust, and by cleaning it with compressed air it may come back to life.
Open up your laptop (see first part of this clip: (90) HP Laptop 17-by3613dx Disassembly RAM SSD Hard Drive Upgrade Repair LCD Screen Replacement Part...), inspect the fan, and if it appears very dirty blow out all the dust and check if the fan will turn, reassemble your laptop and see if the fan turns on again. If it doesn't work, reopen your laptop, locate the screws (see the two blue circles), remove & replace the defective fan see page 65 here: HP 17 Laptop PC Maintenance and Service Guide.
